Hampton Roads Metropolitan Medical Strike Team Committee Charter

 
Purpose
The Strike Team Committee (Committee) is established as a standing committee under the Tidewater Emergency Medical Services Council Board of Directors. The Committee will function in an advisory and operational capacity to ensure the Hampton Roads Metropolitan Medical Strike Team (Strike Team) maintains operational readiness and meets the needs of Hampton Roads public safety and emergency management agencies, hospitals and public health. A Strike Team Leadership Group (Leadership Group) will be formed to act on behalf of the Committee regarding Strike Team operational and management issues and will act within the powers granted to them by the Committee.
 
Responsibilities
1. The Strike Team Committee and Strike Team Leadership Group collectively will have the following duties and responsibilities:
a. Monitor member participation in Strike Team training and exercises and recommend improvement actions as needed.
b. Support the role of the Strike Team in regional agencies, organizations, exercises, and events.
c. Review and recommend funding sources for above activities.
2. The Strike Team Leadership Group will have the following duties and responsibilities:
a. Approve recommendations for new and replacement Strike Team members.
b. Conduct periodic review of Strike Team operating procedures and revise as needed.
c. Approve recommended Strike Team training.
d. Facilitate participation of Strike Team in regional exercises. Review exercise After Action Reports and implement improvement actions as needed.
e. Evaluate need for additional and/or replacement equipment and supplies in Strike Team equipment cache.
 
Membership
1. The Strike Team Committee will be comprised of the following:
a. The Strike Team Leadership Group. (9 members)
i. The Committee Chair and Vice Chair. (2 members)
ii. The Strike Team Component Leader and Assistant Component Leader from the Command Component, Operations Component and Logistics Component. The Logistics Component Leaders will usually be from jurisdictions that support the Strike Team equipment caches, i.e., one from each. (6 members)
iii. The Strike Team Manager. (1 member)
b. One representative from each agency/organization that sponsors a member on the Strike Team. (20-24 members, but will change with sponsorship)
2. Committee members who represent a sponsoring agency/organization may also hold a Strike Team Leadership Group position, but may not concurrently hold more than one Strike Team Leadership Group position.
3. Election of Committee Chair, Vice Chair, Component Leaders and Assistant Component Leaders.
a. The Chair, Vice Chair, Component Leaders and Assistant Component Leaders will be elected for a two (2) year term beginning January 1 by the entire Committee membership. Consecutive terms may be served if approved by the Committee.
b. To be eligible to stand for election the individual will be a deployable Strike Team member in good standing.
c. Nominations will be placed on the May meeting agenda for action and election during the September meeting. A motion from the floor at the September meeting for additional candidate nominations may be brought up for a vote. Nominations for these positions will support the multi-jurisdictional composition of the Strike Team. The jurisdictions/agencies supporting the Strike Team equipment cache will appoint the Logistics Component Leader and Assistant Logistics Component Leader with approval of the Committee.
4. Committee Chair Duties
a. Chairs Committee and Leadership Group meetings.
b. Reviews and approves meeting agendas.
c. Works closely with Strike Team Manager on Strike Team issues and projects.
d. Available to Committee members for information exchange concerning the Strike Team.
e. Represents Strike Team and its members when needed.
5. Committee Vice Chair Duties
a. Duties same as Chair except Vice Chair will not chair Committee meetings unless Chair is absent.
b. Acts for the Chair in his/her absence.
c. Assumes role and responsibilities of Chair after two years as Vice Chair, if Chair leaves position.
6. Component Leader Duties
a. Command Component.
i. Represents the following Strike Team positions: Strike Team Leader, Safety Officer, Medical Director, Physician Extender, Plans Section Chief, and Planning Specialist.
ii. Represents Command Component in all Strike Team planning and operational activities.
iii. Coordinates, manages, and supervises all command and control activities as authorized by the Strike Team Manager.
iv. Recruits, reviews applications and conducts interviews of, and recommends new and replacement Command Component Strike Team members.
v. Identifies areas of need, develops, recommends and conducts Strike Team Command Component training.
vi. Performs additional tasks or duties as assigned by the Strike Team Leadership Group.
b. Operations Component
i. Represents the following Strike Team positions: Operations Section Chief, EMS Group Supervisor, EMS Unit Leader, EMS Specialist, Law Enforcement Group Supervisor and Law Enforcement Specialist.
ii. Represents Operations Component in all Strike Team planning and operational activities.
iii. Identifies and recommends medical and law enforcement equipment needs.
iv. Coordinates, manages, and supervises all medical and law enforcement activities as authorized by the Strike Team Manager.
v. Recruits, reviews applications and conducts interviews of, and recommends new and replacement Operations Component Strike Team members.
vi. Identifies areas of need, develops, recommends and conducts Strike Team Operations Component training.
vii. Performs additional tasks or duties as assigned by the Strike Team Leadership Group.
c. Logistics Component
i. Represents the following Strike Team positions: Logistics Section Chief, Supply Group Supervisor, Supply Specialist and Communications Specialist.
ii. Represents Logistics Component in all Strike Team planning and operational activities.
iii. Coordinates, manages, and supervises logistical activities as authorized by the Strike Team Manager.
iv. Identifies and recommends logistical needs.
v. Ensures accountability, operation, maintenance, and repairs for all Strike Team equipment and submits associated records and reports as required.
vi. Recruits, reviews applications and conducts interviews of, and recommends new and replacement Logistics Component Strike Team members.
vii. Identifies areas of need, develops, recommends and conducts Strike Team Logistics Component training.
viii. Performs additional tasks or duties as assigned by the Strike Team Leadership Group.
7. Assistant Component Leader Duties
Assists Component Leader with duties listed above, assumes duties and responsibilities of Component Leader in his/her absence and performs other tasks or duties as assigned by Component Leader.
 
Meetings
1. The full Strike Team Committee meets every four (4) months in January, May, and September on the second Thursday from 9:30 a.m. to 11:30 a.m.
2. The Strike Team Leadership Group meets every two (2) months in January, March, May, July, September and November on the second Thursday from 9:30 a.m. to 11:30 a.m.
3. Meeting locations will alternate between the Peninsula and Southside.
4. Ad hoc workgroups may be appointed as needed.
5. Written notices of upcoming meetings will be emailed to Committee members at least seven days before a meeting.
6. Meeting minutes will be distributed within two (2) weeks of the meeting and posted on the HRMMRS website.
 
Voting
Decisions are made by majority vote but compromise and consensus are expected methods used to arrive at decisions which neither oppress the minority nor sacrifices regional preparedness. At least 50% of the Strike Team Leadership Group or Strike Team Committee members must be present at their respective meetings to constitute a quorum for the purpose voting. If a quorum is not present, a vote by e-mail will be conducted following the meeting.
