After a comprehensive search, we have found a new Executive Director to lead the Tidewater Emergency Medical Services (TEMS) Council Inc. I am happy to announce that we have chosen David Long to lead our organization through the remainder of 2018 and going forward. His education, experience, and diverse credentials are a great match for what our company needs in order to meet the challenges of delivering timely and quality emergency medical services (EMS) in the Tidewater region. David is a resident of Virginia Beach, Virginia where he has lived with his family since arriving here in 1986 courtesy of the U. S. Navy. In addition to his 10 years of service as a veteran of the Submarine Service, he has also served in public safety and EMS for 30 years. David and his wife Ann have four children and four grandchildren and are members of Avalon Church of Christ.
For the past four months, David has served as the Interim Executive Director at TEMS while also serving as the Program Manager for the Hampton Roads Metropolitan Medical Response System (HRMMRS). Throughout his 14-year tenure with HRMMRS, David built a reputation for advancing preparedness and response initiatives that supplemented the delivery of EMS in all-hazards environments. He developed unique resources, such as 11 Disaster Medical Support Units, 10 Mass Casualty Evacuation-Transport Units, and 13 Shelter Support Units. These specially built assets provide standardized capabilities of consumable medical supplies and durable medical equipment to aid victims of a mass casualty incident caused by any type of hazard.
David retired from the Chesapeake Fire Department as a Lieutenant/Paramedic following 25 years of service. He is a “Life Member” of Plaza Volunteer Rescue Squad having served in a number of leadership positions including Squad Commander. His volunteer service also includes the Virginia Beach Department of EMS serving as a Brigade Chief and founding member of the SWAT medic program. Additionally, David has served at the regional and federal levels as a rescue specialist with FEMA’s Urban Search and Rescue team, Virginia Task Force 2, as a hazardous materials technician with the Southside Regional Hazardous Materials Team, and currently serves as a deputy team commander with National Disaster Medical System’s Virginia-1 Disaster Medical Assistance Team. He has been on numerous federal deployments including several National Security Special Events (NSSE), such as Democratic National Convention, Joint Session of Congress and State of the Union address and several natural disasters including Hurricanes Katrina, Isaac, Irma, and Super Storm Sandy.
David holds a Master of Arts degree in Management and a Bachelor’s of Science degree in Organizational Leadership and Management with an emphasis in Organizational Change and Development. He attended the Executive Fire Officer program at the National Fire Academy and recently completed the National Emergency Management Professional Program at the Emergency Management Institute.
